Importing symbology from a raster layer with less unique values produces holes in the target raster if the symbology is saved in a .lyr file created with arcpy.SaveToLayerFile_management.

This is a data specific issue and the two workarounds are valid.Workaround
Workaround 1: After importing the symbology from the GUI, click 'Add all values'.Workaround 2: Import the symbology directly from the .lyr file in the GUI by browsing to the .lyr file location on the computer.Steps to Reproduce
