Additional Information

The shapefile becomes readable in ArcGIS Pro Data Interoperability by changing the Windows System Locale to Lithuanian.

Workaround

Most Windows machines are defaulted to Windows 1252, which does not support those characters. Set the default encoding to the corresponding encoding for the file to be accepted.
