Importing an XML workspace document converted from a schema report fails when attribute rules include reference layer queries.

Workaround

1. Remove or export any attribute rules that reference other feature classes.
2. Generate the schema report, converting it to an XML workspace document and importing the XML.
3. Once the import completes successfully, re-add the attribute rules to the target feature classes.
