This issue is addressed in ArcGIS Pro 3.4.

Workaround

  • Establish database connections to the SQL Server enterprise geodatabase (EGDB) and the Oracle EGDB in ArcGIS Pro, and use the copy and paste functions, or the Feature Class To Geodatabase tool to migrate the data.
  • If unable to connect to both EGDBs from the same machine, export and import the XML workspace document (or use the copy and paste functions, or the Feature Class To Geodatabase tool) from the SQL Server EGDB to a file geodatabase, then use the same method to migrate the data from the file geodatabase to the Oracle EGDB.
