Workaround

1. Create a new file GDB and a new feature dataset, assign the (GCS_MAGNA) Coordinate System.2. - Import all the Feature Class from the 'Source GDB' (Feature Class to Feature Class tool). Or copy and paste from one feature dataset to the new feature dataset the annotation feature class.3. Review the new Annotation Feature class’s area, no zeros.
