Duplicate of BUG-000121734. This issue is addressed in the Portal for ArcGIS 10.7 Pop-up Selected Feature Display Patch. This patch is available for download from: https://support.esri.com/en/Products/Enterprise/portal-for-arcgis/portal-for-arcgis/10-7#downloads?id=7711Workaround
- Use Flickr or other image-hosting sites. Link the images using URLs.
