Imagery layers could not be filtered in Map Viewer but worked fine in Map Viewer Classic in ArcGIS Enterprise.

Additional Information
This was a known limit in ArcGIS Enterprise 10.9.1. Support for displaying the attribute table and filtering via expressions was added as part of the release of ArcGIS Enterprise 11.0.Workaround
Use Map Viewer Classic for this function.
