This is a known issue and we fixed it already. The problem is: When updating the service provider through server admin API, it didn't change the min/max instance number to 0/0 at the same time (the min/max instance numbers for the shared instance image service is determined by the raster rendering service). This caused the problem of hanging upon starting the service. A work around will be: 1. stop the service. 2. change the service min/max instance number to 0/0. 3. update service provider to arcobjectsrasterrendering. 4. start the service.
