Additional Information

This is a known limitation. The mosaic dataset settings are used to ensure mosaic datasets perform well when a user is about to use them. The user can only configure settings' value ranges on top of the existing mosaic datasets when trying to consume the dataset, such as an image server. An image server process is unable to overwrite the mosaic dataset's settings because it is essentially processed when working the source mosaic dataset.

Workaround

To increase rows and columns, increase Max Number per Mosaic before sharing the dataset to the server as an image service.
