Image service displays artifacts when loaded in the web client but not in the desktop client.

Additional Information

The culprit of this issue is in the raster pyramid you build when add raster to mosaic dataset. If you check the properties of your tiff, the nodata is 241 for all bands. If you check mosaic dataset’s properties, you will find nodata is not defined. Since mosaic dataset could be a collection of rasters from different sources, this property won't be automatically filled in. After manually set nodata property for your mosaic dataset, you can rebuild raster item pyramids for your mosaic datasets. Then publish it as service. The artifacts will be gone.

Workaround

To minimize/eliminate artifacts, do the following (step number 1 is not essential, but it produces a slightly better result):

  1. Extract bands 1-3 with Make Raster Layer (http://desktop.arcgis.com/en/arcmap/10.6/tools/data-management-toolbox/make-raster-layer.htm).
  2. Create a new dataset with Copy Raster (http://desktop.arcgis.com/en/arcmap/10.6/tools/data-management-toolbox/copy-raster.htm).
  3. From the new dataset, create a raster function template from symbology ( http://desktop.arcgis.com/en/arcmap/10.6/manage-data/raster-and-images/saving-a-raster-function-template-from-the-layer-properties.htm)
  4. Apply the template to the Image Service.
