If the Setup.msi is clicked instead of the Setup.exe to start the installation of ArcGIS Server, the mobile controls will not be added into the Toolbox in Visual Studio 2005.

Workaround

To add the controls, right click in the toolbox and click Choose Items… from the context menu. In the dialog that appears, locate the ESRI.ArcGIS.Mobile namespace and check each of the controls.
