If the SDE user does not have the View Definition privilege on a SQL Server enterprise geodatabase, data owners are not able to assign privileges to data via the Privileges menu.

This issue is addressed in ArcGIS Pro 3.4.

Workaround

Use the Change Privileges tool in ArcGIS Pro and manually type in the database user's name to assign privileges on data they own.
