Bug
If the publisher database is different from the server database during publishing with ArcGIS Pro, and ArcGIS Server can access the publisher database, the PublishingTools service makes a connection to every layer in the publisher database, leading to a performance issue with publishing.

This issue is addressed in ArcGIS Enterprise 12.0 and ArcGIS Pro 3.6.Workaround
Make the publisher database inaccessible to ArcGIS Server, although this is not always an option. ArcGIS Server should not make any connection to the publisher database.
