If the LOWPARCELID field has duplicate values when appending new features to the TaxParcels feature layer within the Parcel Value Analysis solution, the process returns a 'successful' notification when the new features are not added to the existing data.

Additional Information

The unique requirement for the LOWPARCELID field in the TAXPARCEL feature service has been removed. This resolves the issue of duplicate values in this field, whether it be for incomplete data such as null or zero values, or in the case of condo's that may share the same LOWPARCELID value.

Workaround

Provide unique values for the LOWPARCELID field when appending the data.
