If the LayerID of an ArcGIS Server layer is changed and if the item is updated with this change, web maps created with this item still throw the error: "The layer cannot be loaded."

Additional Information

This is expected. Updating the item's URL for an ArcGIS Server Map Service does not automatically update webmaps where this service is used. It therefore still sees the old URL where the layer was 0. The user will need to update the map to reflect the new layer number.
