If the ImportToolbox function is used to import a geoprocessing service from a server over a Secure Socket Layer (SSL), unable to find the tool and fail to import in ArcGIS Pro 2.2.3 and ArcMap 10.6.1.

Additional Information

This issue is not reproducible in ArcGIS Pro 2.3 and above.

Workaround

Use HTTP when importing a service with the ImportToolbox function.
