Bug
if the coordinates for a geometry are in non-Web Mercator projection(3857), downloading a raster from image service using the 'Polygon' geometry type in the 'Download Rasters operation returns the entire extent of the raster.

Additional Information
In user's test case, the clip geometry is not correct - the ring is not closed. The first point and the last point geometry in a ring has to be the same. Refer to https://developers.arcgis.com/documentation/common-data-types/geometry-objects.htm for more information. In esri support analyst test case, the clip geometry is not correct. The analyst used a geometry of spatial reference which is not supported, epsg:.Workaround
Use webmercator projection for the coordinates in the rings ( for polygon geometry type).
