If the ArcGIS Online 'Members who are not administrators can make their content, groups and profile public' organization setting is disabled, a member with a custom role that includes administrator privilege to share member content is missing the setting in the ArcGIS Survey123 website for 'Everyone' for the setting 'Who can submit to this survey?'.

Workaround
- Have the default administrator change the survey share settings in ArcGIS Survey123 website.
- Have the default administrator enable the organization setting 'members who are not administrators can make their content, groups, and profile public'
