If initial active connection in ArcGIS Pro 2.0.1 is set to Portal for ArcGIS 10.5.1 then only two options (Feature & Map Image) is visible in the Layer Type while Publishing Web Layer.

Additional Information
There are only two layer types that can be published by reference: Map Image and Feature. Choose the Copy radio button to see layer types that can be published with copying.Workaround
1. Switch Active Portal to ArcGIS Online and then switch back to Portal for ArcGIS.2. Now, Layer Type shows all four options (Feature, Vector, Tile & Map Image).Note: The issue is reproducible with Portal for ArcGIS 10.4.1 and 10.5.Steps to Reproduce
