Workaround

Upgrade the FGDC metadata to ArcGIS metadata with the Upgrade Metadata tool using the FGDC_TO_ARCGIS upgrade type. This tool is available from System Toolboxes (or ArcToolbox) > Conversion > Metadata > Upgrade Metadata.
