If features in a map layer are symbolized with unique values starting with the greater than (>) or less than (<) symbol, the features initially draw and then disappear once the map is refreshed.

It is a known limitation. The workaround is to publish that as hosted feature service.

Workaround

Use the name of the symbols, 'less than' or 'greater than', or publish the layer to a hosted feature.
