If ArcMap is open and the ArcMap startup dialog box is displayed, downloaded layers files from http://resources.esri.com/arcgisdesktop/index.cfm?fa=content&tab=layers do not add into ArcMap.

Additional Information

This is a known limitation as ArcMap is a single threaded application, where items cannot be processed while a modal dialog is open.

Workaround

- Close the startup dialog box first before browsing to the following website: <a href="http://resources.esri.com/arcgisdesktop/index.cfm?fa=content&tab=layers" target="_blank">http://resources.esri.com/arcgisdesktop/index.cfm?fa=content&tab=layers</a>The above website can be found by navigating to File > 'Add Data From Resource Center'.
