If ArcGIS Pro is opened without a language pack installed, reopened when a language pack that matches the operating system language is installed, the display language does not update and the Match Microsoft Windows check box becomes un-checked in the language settings. The registry key for the user interface (UI) language is also preserved after uninstallation.

Additional Information

This issue is not reproducible in ArcGIS Pro 2.9 or ArcGIS Pro 3.0. If ArcGIS Pro is installed on a non-English Windows OS/locale, then the appropriate OS-matching language pack is installed afterward (regardless of whether open the client before installing the language pack or not) and ArcGIS Pro launch afterward in the language of the matching OS/locale.

Workaround

Remove the registry key ARCGISPRO_UILANGID (and potentially ARCGISPRO_DICTIONARYLANGID) in HKCU\Software\Esri hive and launch ArcGIS Pro or check the Match Microsoft Windows check box when language pack is installed.
