If ArcGIS License Manager 10.x for Linux has a static port defined for the ARCGIS vendor daemon, stopping and immediately restarting the license manager service will fail with an error that the port cannot be opened.

This is a result of how TCP/IP connections work as ports cannot be closed immediately or packets may arrive out of order, etc.Workaround
Waiting for approximately 60 seconds before restarting the service seems to free the port for use again. Thus, after stopping the service, wait 30-60 seconds before attempting to start it again.Steps to Reproduce
