Additional Information

from 10.1, the document explicitly states that ALTER SYSTEM privilge is required for geodatabase admin user to disconnection 3-tier connection.

Workaround

Revoke the select_catalog_role from the SDE user or grant both select_catalog_role and alter system role to the SDE user.
