If an Okta chiclet is linked to an ArcGIS Enterprise Sites URL configured with SAML, the token mistakenly gets appended with '&' instead of '?'.

Workaround
Set the chiclet to link to https://indoors.esri.com/portal/apps/Indoors/ and have a RewriteURL set on the web server which redirects to https://indoors.esri.com/portal/apps/sites/#/indoors-at-esri.
