If an invalid syntax is used for the Subject Alternative Name (SAN) field in the Portal for ArcGIS Generate Certificate operation, the operation completes successfully, but does not actually create a certificate.

Duplicate of BUG-000096790: Entering an invalid format for the Subject Alternative Name parameter while creating a self-signed certificate in Portal for ArcGIS does not return an error, and the certificate is not created.Workaround
Use the following syntax for the SAN field:
DNS: alias.domain.com
