Bug
If a Virtual Earth user's name and/or password contains any URL encoding reserved characters, it would not authenticate with or without vetoken. It is applicable to all the users trying to consume Virtual Earth as a base map in their ArcGIS JavaScript, Flex, and Silverlight applications.

Workaround
The problem was fixed by updating the token file. Now the new vetoken.ashx can work with such passwords.Steps to Reproduce
