If a project package has already been extracted to the default ArcGIS\Packages folder, edited and changes saved, redownload the same project does not overwrite the old package.

Additional Information

The behavior is as designed. The issue is not specific to project packages. Map and layer packages work in the same manner. Use the Extract Package tool to extract the second copy of any of the packages, uncheck the Cache Package parameter, and save a copy of the project to a different location. Alternatively, if the existing project is corrupt, delete it from the computer, and reopen the project package. If the project package is downloaded and opened from the local computer, consider opening the package directly from the portal instead to get notifications when the package in the portal is updated in the future. Workaround

Clear the folder where the file is extracted before reopening the project package.
