If a layout contains SVG images as the map graphics and is exported to an AIX file, other layers do not appear when viewing in ArcGIS Maps for Adobe Creative Cloud.

Workaround
Open the AIX file in Illustrator, delete the clipping paths or disable the visibility of the clipping paths to view the full map.
