If a geopackage is input with zoom levels not beginning with 0, arcpy.MakeRasterLayer returns the following error, "Failed to execute. Parameters are not valid. ERROR 000865: Input raster: does not exist."

====Augustus Francis (01/02/2017)==== This error occured since the name of the TableName is not ''tiles'' but ''Whitehorse'' for ''ERDC_Whitehorse_GeoPackage.gpkg''. For ''ERDC_Whitehorse_corrected.gpkg'' Table Name is ''tiles''. There is no issue with Zoom Levels.
