It is working as expected. The task works off of the "Service" not the view of the service. It is stated in the layerOptions > "visible - All visible layers on the service are identified." It is up the developer to determine the visible layers. This can be done via https://developers.arcgis.com/javascript/latest/api-reference/esri-layers-MapImageLayer.html#sublayers
