<i18n> When creating layers and map packages, ArcMap returns "Invalid function arguments" when the name of the feature class and .mxd contain foreign characters.

Workaround

Packaging will work fine as long as the name of the feature class and .mxd are in English. Attributes and column's name in foreign languages are acceptable in this case.The underlying problem is the zip library we used does not support unicode. We will address this issue on the next service pack.
