Description
When the name of the feature class or map document contains Unicode characters and requires codepage conversion when zipping/packaging, creating any layer or map package fails with the following error:
" One or more file names have characters that cannot be added to the compressed package."
Cause
The Zip library that is currently used for packaging does not support Unicode; as a result, it will coerce the conversion from Unicode to Non-Unicode for these characters.
Workaround
Replace the name of the feature class or map document with English, or change the operating system locale to the language that includes these characters in Non-Unicode (ANSI) format. For detailed instruction on how to change system locale, see the following knowledge base article: HowTo: Configure Windows to run ArcGIS in a selected language environment.
