Hyperlinks linking to PDFs in the pop-ups in web map apps embedded in websites are blocked in Microsoft Edge and Google Chrome search engines.

Additional Information
It is a known limitation that some browsers block embedded PDFs. As of March 10, 2022, while Google Chrome and Microsoft Edge block the embedded PDFs, Firefox allows embedding PDFs.Workaround
Right-click on the hyperlink in the pop-up and 'Open link in new Tab'.
