Workaround
Republishing the service will fix the issue. To bring the site back up quickly:
- Kill the Javaw process tied to the close_wait PID.
- Run netstat -AON.
- Note PID showing state of close_wait.
- From the Task Manager add the PID column to view.
- Search for PID noted above (should be tied to a Javaw).
- Right-click and PID and End Process. It may take a minute or two for the site to come back.
- Stop the affected service in the server manager.
