HTTPS connections to ArcGIS Server become inaccessible over time after removing a feature layer in a feature service from the database.

Workaround

Republishing the service will fix the issue. To bring the site back up quickly:

  1. Kill the Javaw process tied to the close_wait PID.
  2. Run netstat -AON.
  3. Note PID showing state of close_wait.
  4. From the Task Manager add the PID column to view.
  5. Search for PID noted above (should be tied to a Javaw).
  6. Right-click and PID and End Process. It may take a minute or two for the site to come back.
  7. Stop the affected service in the server manager.
