This is not reproducible in ArcGIS Enterprise 10.8.1, which is the current minimum supported ArcGIS Enterprise version. Closing this issue. Please reopen if this issue occurs in newer versions of ArcGIS Enterprise and provide updated steps to reproduce the issue.
