Hosted scene layers fail to publish to ArcGIS Enterprise 10.7.1 and earlier from ArcGIS Pro using the SVY21 Singapore TM projected coordinate system.

Additional Information
There is a geotransformation 'SVY21_To_WGS_1984_1' in the scene which ArcGIS Enterprise 10.7.1 server do not support, therefore fails to publish. It is supported in ArcGIS Enterprise 10.8 release. The workaround as mentioned in the bug report is to publish it from scene layer package.Workaround
Publishing is successful when publishing through the scene layer package.
- Create a scene layer package using the Create 3D Object Scene Layer Package tool.
- Add the scene layer package as an item to Portal for ArcGIS Online.
- Publish a hosted scene layer from the scene layer package.
Additional Options
- Create a feature class with multi-patch geometry using a different horizontal coordinate system, e.g. WGS 1984 Web Mercator.
- Upgrade to ArcGIS Enterprise 10.8.1.
