In ArcGIS Enterprise 10.9.x, the visible range slider is available for hosted tile layers published from ArcGIS Pro rather than TPKX files. In ArcGIS Enterprise 11.x and later, the issue has been resolved, and the visible range slider can be seen when publishing from TPKX files.Workaround
Publish the hosted tile layer directly from ArcGIS Pro instead of using a TPKX file.
