Hollow symobology does not show up in ArcGIS.com legend window when the layer is added with its ID instead of adding it as part of the map service.

Workaround

In the layer's properties click on the 'change symbols' option and then click on the 'Change Symbol' button and without making any changes click on 'done' button.ORUpgrade ArcGIS Server 10.0 to 10.1
