This issue is resolved in ArcGIS Pro 3.3 and not reproducible in ArcGIS Pro 3.5. If the issue persists, contact Esri Support Services.Workaround
- Use ArcGIS Pro 3.0.x and earlier.
- Include only checked symbol layers when creating a vector tile package.
