This issue is a known limitation within the ArcGIS API for JavaScript 3.x used in Portal for ArcGIS Map Viewer Classic. This known limitation does not exist in Map Viewer (First released in ArcGIS Enterprise 10.9.1), which uses ArcGIS Maps SDK for JavaScript 4.x.
