This issue is fixed in ArcGIS API for JavaScript 4.25. Web maps must be saved with grouped symbols and unique values in ArcGIS Pro 3.1 or later. Web maps saved in Map Viewer prior to ArcGIS API for JavaScript 4.25, in Map Viewer Classic, or in ArcGIS Pro 3.0 and earlier do not have grouped symbols and headings persisted the map. To update existing maps, load the map in the latest version of ArcGIS Online and resave the web map (there are no modifications that need to be made to the map in this case). The unique value groups are properly picked up on the web map.
