Bug
Group managers are unable to add members to groups through the ArcGIS Enterprise portal Organization>Members tab when the group is an administrative group and the 'Who can contribute content' setting is set to group owner and managers.

This is fixed in ArcGIS Enterprise 11.5.Workaround
Change the 'Who can contribute content' setting to all group members prior to assigning users to groups.
