Group filters in ArcGIS Experience Builder do not have the ‘List values based on’ option to filter values based on previous expressions or all expressions.

This behavior is by design. For Group SQL Expression Builder, the unique values are not affected by other clauses, as each Group SQL Expression Builder is counted as one clause. The 'List values based on' setting is not applicable and is removed in ArcGIS Enterprise 11.3.Steps to Reproduce
