This issue has been addressed in ArcGIS Pro. ArcGIS Pro is the next generation of ArcGIS Desktop software and is the primary focus for future development efforts. Currently there are no plans to address this issue in ArcMap.Workaround
Instead of using graticule, create a measured grid to implement decimal degrees as an interval.Steps to Reproduce
