This issue is not reproducible with the latest version of Google Chrome 71.0.3578.98 and ArcGIS API for JavaScript 3.27.Workaround
- Use other browser except Google Chrome.
- When creating an Esri map object, pass the parameter: navigationMode: "classic", like in this example.
