Duplicate of BUG-000136364: This issue is assigned to an already existing issue. It is fixed in ArcGIS Pro 2.8 and is being ported back to a service patch (2.7.1).Workaround
Export layouts using the ArcGIS Pro project into where the ArcMap map is imported, instead of using a Layout file (i.e. a .pagx):
1. Reopen the saved ArcGIS Pro project.
2. In the Share tab > Export group, click Layout.
3. In the Export Layout pane, export as PDF, and leave all defaults, give it an intuitive name. Click Export.
4. Review the PDF output, it must contain all graphic elements created in ArcMap 10.7.1.
5. Close the PDF, and close ArcGIS Pro 2.7.
