GP Add Join tool used to allow join functionality on table that did not have OID field (9.2). Now in 9.3, it does not; it requires OID field for join.

Workaround
It is still possible to join outside of the GP tools using ArcMap > right-click on the layer > Join.Steps to Reproduce
