10.1 was the last release of the .NET WebADF technology. Client APIs (JavaScript/Flex/Silverlight) are recommended for web application development.

Workaround

If you set the maptips layerformat manually and then click on the Set MapTips LayerFormat then the window to edit the layerformat will load.
